Module 1 – and the accompanying ‘Tools’ – will help in prioritizing policy and National Action Plan (NAP) interventions. Prioritization also takes into consideration the cost and cost effectiveness of policy implementation, together with the cost and consequences of inaction, and the expected impact of interventions.
